Who is Smoker in One Piece

Marines

Smoker has a fairly well-known reputation among the Marines, though not always in a good way. He can make civilians and even some lower-ranking Marines uncomfortable, especially if he starts berating them. Smoker isn't averse to publicly opposing the World Government or the Marines.

Tashigi

Tashigi is close to him and is constantly by his side in a faithful manner. Smoker has Tashigi under his wing. Smoker has faith in her ability to make decisions and advises her to always be on the side of justice. He puts Tashigi in charge of his other subordinates when he needs to be absent from work because of his faith in her leadership skills.

Smoker

Tashigi generally addresses her boss by the informal Japanese honorific "Smoker-san" rather than by the title other soldiers would use to address him, such as "Vice Admiral Smoker." She never questions or doubts his decisions or orders.

Hina

Smoker

Hina is a personal friend of Smoker's from their training days. She has defended Smoker in the reportedly numerous circumstances where doing so would have resulted in his termination. Hina refers to him as Smoker-kun, a Japanese honorific often used for younger peers, but Smoker only uses Hina's first name while speaking to her (which, in Japanese, can either be interpreted as being close or disrespectful). Hina is accustomed to Smoker's stubbornness, fighting with him in a casual, occasionally harsh tone. She is also aware of his more vulnerable side, about which Smoker merely advised her to "mind her own business".

Kuzan

Smoker

Smoker and Kuzan appear to get along well. Even after Kuzan had left, he would later prevent Smoker from being killed by Donquixote Doflamingo because they were still friends, assuring Smoker that the former Admiral had not changed his ways since leaving the Marines and comforting him about some negative rumors about him.

Issho

Smoker

Smoker seems to have gotten along well with Fujitora. Smoker was grateful to Fujitora for not allowing the government to conceal the events in Dressrosa like they did in Arabasta. He even acknowledged that if he were in Fujitora's position, he would not be able to accomplish the same feat.

G-5

Smoker

The G-5 soldiers take care of Smoker's well-being and depend on him for leadership, just as he does for his troops. He orders Tashigi to keep them safe when he is not around.

Enemies

Monkey D. Luffy

Since the moment the pirate was about to be put to death by Buggy in Loguetown, Smoker has had a solid desire to capture Luffy. Smoker thought that Luffy might be a threat to the world because he noticed that his flashing smile was similar to Gol. D. Roger's from 22 years ago.

Smoker

Smoker doesn't seem to be hated by Luffy. Much to Smoker's chagrin, Luffy even admitted that he liked the Marine. In the past, Smoker and Luffy had temporarily united to overthrow their shared enemies. However, Smoker still wants to arrest Luffy someday.

Monkey D. Dragon

Smoker

During the Loguetown Arc, Smoker encountered Monkey D. Dragon, the Revolutionary Army's commander. Smoker was puzzled as to why someone like Dragon would help Luffy escape Marine's grasp. Smoker eventually discovered the connection between Dragon and Luffy, resolving the events of Loguetown.

Portgas D. Ace

Smoker

Smoker turned against Ace during the Arabasta Arc. When Ace blocked his path to defend Luffy, Smoker and Ace got into a battle, with Smoker cursing Luffy's brother for getting in the way of his pursuit.

Crocodile

Smoker

At Rain Dinners, Crocodile locked Smoker and the Straw Hat Pirates in a Seastone Cage. The leader of the Baroque Works intended to kill the marine captain and quiet him. Smoker was shocked to see Luffy working with Crocodile during the Summit War of Marineford.

Boa Hancock

Smoker

Smoker tied down Luffy and tried to assassinate him, earning Hancock's hatred, and Hancock vowed to "rip him to shreds and feed him to beasts". Smoker cautioned Hancock that her behavior might cause her Warlord of the Sea rank to be withdrawn.

Donquixote Doflamingo

Smoker

Smoker refused to give the location of the newly formed Pirate Alliance when Donquixote Doflamingo demanded it when the latter arrived at Punk Hazard in search of Law and the Straw Hats. Smoker then mockingly brought up Vergo's role in the entire outbreak. Doflamingo was forced to try to silence the vice-admiral since he reasoned that Smoker had learned much about his criminal activities. Doflamingo spared Smoker's life after Aokiji's intervention because he didn't want to risk fighting a former Admiral.

Trafalgar D. Water Law

Smoker

At Punk Hazard, Smoker ran into Trafalgar Law and demanded information from the former Warlord regarding the island's mysteries. They engaged in combat, and Law eventually prevailed by using his Mes attack to steal Smoker's heart and exchanging Smoker and Tashigi's bodies to prevent them from getting in his way again. But once Law, Luffy, Smoker, and Tashigi were all taken prisoner by Caesar Clown, they came together to fight the villainous scientist and his ally Vergo. Later, Smoker and Law had a brief conversation while everyone else celebrated after Caesar's defeat.

Caesar Clown

Smoker posed a threat to Caesar's Punk Hazard operations. Caesar seems aware of Smoker's reputation as an uncompromising and intrusive marine when he calls the vice-admiral a "pain-in-the-neck". Caesar was happy when Law took Smoker's heart and gave it to him as a present. Caesar attempted to kill Smoker in retaliation for being defeated by Luffy, but he was unaware that the heart Law had given him was actually Monet's.

Vergo

Vergo put up a friendly façade to soldiers and citizens while still the base commander to prevent suspicions. He acknowledged having some qualms about Smoker's transfer to G-5. He mentioned that he had to pitch the strongest security to keep the recently transferred Marine from discovering his true alliance.

Smoker

Vergo also stated his wish to kill Smoker and Tashigi "by accident" now that they knew his true nature. Smoker expressed contempt for his colleague's crimes after being freed from confinement. He vowed to fight him by himself as retaliation for his betrayal against the Marines.

Seven Warlords of the Sea

Smoker is well known for detesting the Seven Warlords of the Sea and considered them to be nothing more than rogues. He indirectly assisted in the collapse of the Warlord system.
